If you don’t have any budget, you can download articles off of article distribution sites for free.  It is easy to find articles on distribution sites and you can’t beat the price, however there are many restrictions which most SEO’s do not like including the inability to edit the content, you must keep the authors name and the worst restriction of them all, you must send a one way back link to the authors web site of choice.
